Ten years after the 39th ICAO Assembly adopted the Carbon Offsetting and Reduction Scheme for International Aviation, the scheme's architects and its main industry supporter have marked the anniversary by restating why a single global market-based measure exists for international aviation, and by pressing governments to keep it that way.
